I feel like he can't shoot Clover because he never gained any resolve. (Just know, this is my thoughts of what i've seen of playthroughs, so I could be totally wrong or wrong in some places) In neutral/pacifist: you either killed his friend/kinda turn them against him. He was just playing cowboys with them, and fighting Clover was the first actual dangerous time for the five. So when Starro fights you, he wants to prove that he wasn't just playing around and can actually prove he is capable, that he is not a fraud. But when he fights you, he also doesn't want to kill you, but to prove he is capable, in his mind, he must do something to show he is willing to do what must be done even if he doesn’t want to. In genocide: he has no resolve to kill someone and still thinks himself as a fraud, so he does what he believes is best to try and distract you for just a little while longer just to be sure the other monsters got away safe. He knows it's a fool's errand, a sacrifice that might not accomplish much, but he can choose to go out for once like a hero and not a fraud.

In my understanding on why starlo decided to not kill clover in the geno route while in the pacifist route he actually was trying to kill clover was because while in the pacifisit route, starlo was just playing pretend as a sheriff, (just like in geno route) not long after he let his sheriff persona eat him whole after clover showed up in the wild east. And because he was too in deep with the sheriff persona, he was not hesitating on killing clover. While in the genocide route, he was actually aware that he was not an actual sheriff and met clover before he got too in deep with the whole sheriff persona thing and had to face an actual threat where he needed that sheriff persona the most (Sure asl said "sheriff persona" a lot in this comment got damn)

It would've been much cooler if Starlo would use actual bullets and the game would allow you to draw ONLY when you're supposed to.

Nah, They made my boy Starlo dirty is this route, it's disappoint me a bit, because I was really think that all the Yellow main cast characters would have some respect in Genocide. Principally because Clover is not Stronger as Frisk.

I think the saddest part is Clover shoots him regardless.

I only hate this because I hate Ceroba. I wish Starlo used something besides pellets, we wouldn't have to fight her, and he would be a real sherrif, it's perfect.

There was so much they could've done here: - Fiesty(j) Five boss fight + North Star - Ceroba & Starlo (Dual) - Or just a harder Starlo Boss fight I would have been fine if Starlo just shot Clover, too. I just didn't want them to use him as... a set piece for Ceroba... how disappointing.

Kinda cursed to see martlet following clovers geno sprite, it would’ve been cool if they had until steam works, cause dunes is the only area where you can lose the genocide sprite midway through the area

I honestly wished that this game had an evacuation-esque route just like how TS!Underswap did. Would be a nice way to let the player know that their horrible actions won't be swept under the rug THAT easily.

Considering starlo is one to cover up his mistakes (such as the j is silent), I wouldn’t be surprised if he accidentally pulled out the BB gun instead of his actual gun and covered it up as him not being able to bring himself to kill you

Because, battle-wise, he's basically this game's Mettaton. He doesn't become an Undyne until you lock in Pacifist.

It's understandable that people wanted a starlo fight, though you can't criticise the game for having starlo use fake bullets, it's in character for him

It's not bad but it's not anything special either

Starlo after you have killed everone up to that point: "I can't do it." Starlo when his team hates you because he messed up: "JUST DIE!!!"

I don't get why people are calling this dumb. To me it speaks a lot about Starlo as a character. As long as he has his anchors to morality, like Ceroba, he just can't kill. It's sad and heartwarming at the same time.

I gotta say starlo in the genocide run is kinda a huge disappointment and missed opportunity
