Why? You most likely save on money since you reclaim parts, and in the event of a mass increase in the need for planes (war kicked off) then they can reactivate planes from here after a couple of checks It means less wait times in dire situations and less money for spares when the need is high
Think of what could have been done with the money? Operations for people that can’t afford them etc?

Many if these planes have reached their operation run time, and will start costing too much per year to operate, therefore replacing it will likely save money, be safer for the user, and result in the constant phasing out of old/ obsolete and unsafe technology. This is how they keep everything up to date, could the money have gone elsewhere maybe but think of the people employed to keep these items up to date/ production, the amount of people being fed from this cant be misunderstood

Ukraine has one of the strongest military in Europe and not to mention they are even making elders, childrens and women fight for the country. And don't forget that Russia nearly captured all of kyiv before the NATO started supplying military equipment and aids to Ukraine. And even USA and the whole NATO which has more then 10 "military powers" in it lose to people who were fighting in flip flops.
