Plus the cost of buying a home which is 12-15%, so you need almost 50% to get into your home. This was the reason I bought a home in Oslo (I needed in total 15%) and moved back from Malaga as it was too expensive for us. So you need 3x more than in Norway to put into the property initially.
Yes thats right, for non residents in Malaga you would be able to secure 70% finance so you will still need 30% downpayment plus 10% costs, around 40%
