... It's simply employers bickering that their employees are way more efficient if they aren't monitored all the time working. Get your head out of your ass. The really important thing is: Is the work getting done? Is the outcome satisfying? HOW is nothing you should complain about (unless it's illegal and therefore harmful to someone). Stop trying to control everything about your employees and start looking at their results. And if they aren't good you can question why and get more into how the frick they mess up. And it may be not because they don't wanna work~ it may be cause you want the impossible from them! (I heard enough from people working anything IT-related...)

In Germany, there is actually a lawful distinction between "work from home" and "flexible workplace". If you are supposed to work from home, the employer must make sure that your home meets a number of standards like enough desk space, a functioning and sufficiently powerful computer etc. If you instead have a "flexible workplace" (i.e. work from wherever, we don't wanna check for any standards), the employer must have a desk space ready in office in case you want to use it, and they also cannot then demand you to work from anywhere specific.
