Both are good but I'd have to say Grand Theft Auto: Vice City Stories are slightly superior in terms of gameplay elements and content. Other than that, both are equally great games.

Vice City Stories was hard for no reason, until you learn these tricks. I had to figure out the first one on my own, because it was either that or not continue at all. Unfriendly Competition is insane, but you need upgraded health and armor to make it easier. Having the height advantage is risky, but I used to get by with it only because of the upgraded health and armor. Never thought to use the trick to avoid the chase, though. If they remaster it, this will come in handy, although they'll probably nerf random missions.
