Normally there is a speed limiter in reverse gear that you can override by pushing the yellow override button on the left handlebar switch. The cdi box uses the gear switch on the transmission to determine what gear you are in. In this case the cdi box was activating the rev limiter in every gear and even in neutral. Backfiring through the carburetor, misfiring and sputtering with a 5mph top speed in forward gears. If there is a break in the wiring for the gear switch this can happen. If the gear switch itself is not working properly this will happen(if you aren't getting neutral and reverse lights on the dash when using the auto shift lever) The shifter lever itself can also be adjusted if you aren't getting lights on the dash when shifted into each gear. Check for continuity through the white connector shown in this video. The 2 pins that were corroded on the cdi box are part of the speed limiter circuit but made no difference- The culprit being a broken wire on the speed limiter circuit.
