My dear, I really dont understand: This is a photo of yours right? I know you shot in RAW... Restore curves and exposure in develop persona my friend!! I understand that is important to make tutorials for hobbist but is better to say that this is a method for a jpg photo taken in a free photo library and suggest to shot in raw just to recover photos like this without introducing unwatchable noise. I wait for your next video, have a good life.

I think it's easier to understand the difference between selecting a white vs black brush in this way: Black Brush = Hiding White Brush = Revealing So here, you have darkened the water because... you are revealing the darker layer. 😉
