Sorry a late comment but the west side highway would have been less expensive and more appropriate and pleasing to the eye had you built the highway on the surface with a bridge over the stream with a tunnel under the great hill only, like in real life. 😀

This is late but I noticed that cims can get up onto the elevated highway roundabout but they can't get down to the surface road roundabout. In other words people can't get in but they can certainly get out!

Here's a gameplay tip. When you're moving around, keep your crosshair at the height where an enemy's head will be. This will minimize the amount of aiming you have to do when the enemy does show up, so you can get that perfect headshot.
