@cuetsimplified do icar make own merit list after cuet exam? Say if cutoff was general 1031, was it among all students who appeared in cuet or just among who applied for icar all india counselling?

No, according to the rules, you need 60% for GEN/EWS/OBC and 55% for SC/ST in class 12th, But this is only for Bsc/Bcom type courses and is applicable only in few universities, In CIC DU you just need to pass the exam, and need Maths and English as subjects in class 12th. Almost zero placement, this year hardly two companies came, and hardly 3 students got placed. MBA and in fact other branch placements are very bad in CUH from 2023. All the best.
