In the novelization of Revenge of the Sith by Matthew Stover it goes into more detail regarding order 66. When Anakin kills the younglings in the Council meeting room he doesn't use his lightsaber. He lifts all of them and breaks their necks. It explained that he wanted to give them a quicker and less painful death. Its strange though because other padawans that were in the great hall he killed with his lightsaber, they were older though so maybe he was only "merciful" in his mind to the youngest of the younglings. Still REALLY messed up though. After the attack on the temple he actually gets in trouble with Palpatine because he wanted Anakin to capture the younglings so he could train them in the Dark side to be future Imquisitors. Even Darth Sidious thought killing children was going too far

In a way, by framing Ahsoka, Barris really proved herself right about the Council, with the way they tossed her out like that.
