Before anything, I would like to say; In this Meta either you play Aggro/HL DH or a Plague deck. No argument there, even the HL DH is just the same as playing normal Aggro DH. You just have an extra card to remove a minion on your opponent hand, that if the plague haven't gotten into your system yet lmao. If you're wondering how do I get those two expensive dragons: I played "Void Scripture" then I picked "Yogg in the Box" and played em, but since my deck has a minions it cast randomly and eventually it cast "Dragon Tales" and that gives me two dragons that cost 5 or more! Also more side notes, you don't really need to have Norgannon in here If you dont have him then replace him with something else that could benefit more into your playstyle. The only focus of the deck is try to survive while gaining your Sif Spell Power, then play her and shove those spell into your opponent's face!

would make sense for the spell to read they have x amount of enemy things on board so they only cast certain spells whenever that criteria is hit
It probably highly favored Blizzard in this scenario but ended up rolling Frostbolt, which with Polymorph probably had similar chances. This kind of card most likely never has 0% chance of casting any spell from its pull (unless there are literally no targets). This way it's "balanced" because once in a while you will have a whiff like this.
