Its not so rare, i got 2 of them,a level 15 and a level 50,it doesnt work with funky duds and for pc its a skin for the t-45 helmet.

Once you get this firs time you can apply it as paint on t45 helmets after!!!! DONT WASTE STASH SPACE BY STORING THE HELMET IN IT!!!

Fun Fact, a few years back, there was a bug where it was a craftable and droppable skin on T-45 Helmets. I say bug as it just appeared over night and everyone was wondering if it could be trade worthy (it wasn't)
