This looks not to be a speaker. I can hear the tubular bells crystal clear, so that should be part of it's tubular bell carillon system.

I think this is a speaker I remember hearing a bell this tone near Akron University, but it was at the football stadium (and rang more than the hour amount)

That’s right near the Lawrence airport in North Andover on the border of the city of Lawrence. I always go by there and I have caught a few trains at that crossing before. I believe the bells were originally Safetran e-bells. They were replaced by these Western Cullen-Hayes e-bells. The trains come right through here very frequently!
