You’re not using it correctly. You’re supposed to rub the balm into your skin with your fingers until it melts into an oil, then add water so it emulsifies and turns milky. Then rinse it off. Wiping it off dry with a tissue makes it harder to remove and makes you pull on your skin, which you don’t want to do on your face.
