Try makin the rotor a bit bigger, if it rubs against the stator; either the stator or the rotor will just grind down until it don't rub anymore which might leave a perfect gap.

If you need to use a low speed motor, you can increase the pitch by multiplying the port numbers by 2 (use 10/12 ports), and this will cause the siren to sound tones that are 1 octave higher than what you have now.
