Hi mate, I have 30% VLT tint, so 15% would be fine. If anything 15% might be slightly too dark, you definitely won't be able to see it from outside when its turned off. I only put it in the car for shows or meets, it creates a huge blind spot so it's not really practical to leave it installed permanently in your daily.

No, it is not. Not on public roads or parked in public roads in some countries (distracting other drivers). Huge fines for that but who cares.
