Hello what if my certificate is in progress and my final year results two of them are not released yet can I still do the WES and get a statement from them to continue my school application?

There is a session in Academic History called "Professional Transcript Entry". Is it necessary to do this step even when WES evaluation is done and foreign evaluation is being sent to SOPHAS
