    Why are there so extra Assessor employees spectating at this hearing? This is not their typical protocol for BOE hearings. Just the Assessor & the appraiser. Hmmm

    I've been visited by the appraiser several times. They just ask if we made any changes to the house, we said no, they thanked us and left. They never expressed any desire to come inside and verify our No Change statements. One time we told them we wanted to appeal the A.V.. Mr. White sent out 2 appraisers who DID come inside and noted a few things that caused them to reduce our A.V., so no BOE appeal was necessary.

    Precious few Department Heads. Is there a correlation between the lack of them and the absence of Chairman Dose? Where are the elected officials: Sheriff, Assessor, Treasurer, etc.?

    It seems the bulk of this meeting could have transpired with the Undersheriff just meeting with the Clerk in her office and not involved the paid time of all of the department heads.Her door is always open; talk with her! The Clerk commands more respect than repeatedly being talked over or interrupted.

    The Prosecutor should have to find an alternate office space for his new ILET employee, which was the Clerk's office upstairs, instead of upsetting the commissioners' already planned space and not in violation of Open Meeting Laws. Maybe the ILET employee could occupy some space that Silver Valley Law occupies...

    Ms Payne already owned the adjacent parcel & must have known about the blight Before she purchased it. She had the opportunity Before the purchase to notify the county about the blight ordinance violation and then the county could have dealt with the actual property owner who would have had to pay for the removal. Asking the taxpayers to foot the bill for her lack of appropriate prior actions is not right, to say the least. Thank you Commissioners.

    I think more than 1 person should have been in Colleen Rossen’s office. I also wish all of the money given out for pet projects that wasn’t used would come back to the county.

    I think perhaps the county employees who are generally paid at least 2-3+ times more than the $7.25 minimum wage have lost touch with, and compassion for, those they are providing services to. Many taxpayers in the county earn only the minimum wage and do not have the benefit of medical insurance and retirement programs. They see no light at the end of the tunnel. Yet the county employees wish the commissioners to raise property taxes on the citizens for the next 5 years? This is rather myopic, because if the citizens are hit with increased property taxes (& increasing inflation), there will likely be a max exodus of taxpayers. Catch 22. They are trying to scare us with "cuts in services", instead of looking for ways to reduce administrative & overhead costs. The department heads were told long ago to look for ways to cut their budgets, yet instead, they have continued to ask for more blood from the turnip. Why? With the federal government having almost a $35 trillion deficit & no end in sight, it is not wise for the County government to rely on a never ending influx of federal grants. Grants that are funded by the collective taxpayer. The well could run dry in a heartbeat and bring us down with them. Why should a 911 operator earn over $10,000/year than the commissioners whose duties go well beyond emergencies? Why did the Sheriff & Road Departments get an additional 10-15% wage increase over the county-wide 7%? These 2 departments should definitely see wage holds, especially if the other departments have no hope of catching up to them in the near future. Those working 20 hours/week have no business receiving a full benefit package. Get rid of the VEBA payments; let the county employees pay their own co-pays like the rest of the taxpayers do. Families must live within their budgets; so too must the County.

    If Mr. Hanson is so concerned about not being heard, he can move up closer to the recording system. I have watched almost all of the BOCC videos and can hear each one just fine. Mr. Hanson keeps asking if Mr. Zimmerman owns any property in the County. Perhaps the next time he asks, the commissioners can inquire as to its relevance in governing the county. Actually, he can just use the county's computer systems to satisfy his curiosity and stop trying to create dissent.

    I want to see the statute that requires an elected to official to be a property owner? To the best of my knowledge the only requirement is that a person have their domicile within the county. In my opinion it would be far more productive in the meetings if this "sour grapes" vendetta could be laid to rest once & for all in order for the commissioners to engage in pressing county business that has a productive goal in mind.

    Chris Meyer of Givens Pursley billed the County, in 2 invoices, $47,179 and spending approximately 82 hours of his time. If you look at the itemizations, you will see that he did much much more than just go over Ben Allen's draft brief to the Idaho Supreme Court. Examples: he spent 2.80 hours to "Research recording requirements", 6.1 hrs to Research legislative history of 2013 amendments, 6.4 hrs to Conference with S. Price about meaning of 2O1S amendments to abandonment statute; revisions to brief, and so much more. Mr. Meyer has taken the County to the cleaners and both Mr. Allen and the BOCC are seemingly ok with this. The BOCC had no comment to Matt on why they could allow Mr. Meyer to charge so much more to the County than was originally expected. The BOCC should bring Mr. Allen in to explain how the taxpayers were put on the hook for so much work that was above & beyond the original scope of work being sought. Very disappointing, considering the County is $1.7 million in debt and this only adds more to it.

    more predominant arms are needed. not buff enough. plus only one of them had painted sleeves. this will not do in this day and age. makes for bad bodycam footage if your arms are bare. all officers need short sleeves and tattoed arms. IT IS THE LAW.

    Hopefully the Resolution did not permit the destruction of public records, emails, notes etc. for any time frame less than the 2-3 years Idaho Code stipulates. I heard that the outgoing BOCC deleted their emails before leaving and that handwritten notes from a recent Hearing were also deleted. If true, the Idaho Code was violated and should see some action in the legal realm.

    Stimson already manages their lands in the same way they describe in the easement, with the exception of never being able to segregate any of their lands that might allow for future development. If they sell land to another party, there can never be any new homes etc. that could take it out of a reduced tax timber plan and bring in more tax revenue to the County. Qui bono by putting the land into a conservation easement into perpetuity? In 2015, Congress passed a permanent conservation easement tax incentive to promote land conservation, which makes a donation of a conservation easement a charitable tax deduction, up to 50 percent of the donor’s annual income. "Landowners who donate a conservation easement may qualify for federal income tax deductions. This benefit helps to offset the loss of development rights and provides a financial incentive for landowners to preserve their property for future generations. Conservation easements can lower property taxes by reducing the assessed value of the land.     Before Kurt Pindel became the BLM CdA District Manager, he was an Outdoor Recreation Planner. While in that position, he knew exactly what was going on with the Roller Coaster creation & expansions. Being a "nice guy", he turned a blind eye to all of it.

    The BOCC needs to understand that the federal agencies operating with the county's boundaries are supposed to involve the county government in most of their actions. 40 CFR 1501.8 www.ecfr.gov/current/title-40/chapter-V/subchapter-A/part-1501/section-1501.8 BLM's deskguide discusses it too. www.ntc.blm.gov/krc/system/files?file=legacy/uploads/15872/BLM_DeskGuide_CA_Relationships_2012.pdf They are supposed to give the County's Comprehensive Plan & Resource Plan consideration in all proposed NEPA involved activities. The BOCC should be asking the agencies to meet with them, instead of the agencies asking to meet with them...and just telling them what they're doing or not doing.

    The BOCC should investigate this issue before accepting a new debt. The ID GOP Chair has stated a need to return to paper ballots with official watermarks and hand counting votes. She is not alone; it's a nationwide topic. This is a good idea, especially for a rural sparsely populated county like Shoshone. Idaho predominantly uses ES & S voting systems (some Hart InterCivic). A quick google on Problems with ES & S machines brings up a plethora of articles. A critical study by UPenn "Security Evaluation of ES&S Voting Machines and Election Management System" states in part, "The firmware and configuration of the ES&S precinct hardware can be easily tampered with in the field. Virtually every piece of critical data at a precinct - including precinct vote tallies, equipment configuration and equipment firmware - can be compromised through exposed interfaces, without knowledge of passwords and without the use of any specialized proprietary hardware." Another NBC article: "'Online and vulnerable': Experts find nearly three dozen U.S. voting systems connected to internet" says, "The three largest voting manufacturing companies - Election Systems &Software, Dominion Voting Systems and Hart InterCivic - have acknowledged they all put modems in some of their tabulators and scanners. The reason? So that unofficial election results can more quickly be relayed to the public. Those modems connect to cell phone networks, which, in turn, are connected to the internet...The largest manufacturer of voting machines, ES&S, told NBC News their systems are protected by firewalls and are not on the “public internet.” But both Skoglund and Andrew Appel, a Princeton computer science professor and expert on elections, said such firewalls can and have been breached...“Once a hacker starts talking to the voting machine through the modem, the hacker cannot just change these unofficial election results, they can hack the software in the voting machine and make it cheat in future elections,” How far back does voting machine fraud go? At least as far back as 2000! On Rumble watch: "Clint Curtis testifies that Tom Feeney tried to pay him to rig vote counts. - Dec. 13, 2004. " In my opinion, the BOCC should apply taxpayer funds to convert back to honest elections: watermarked paper ballots, hand counted, results called in to the S.O.S.

    What constitutional authority does the county, or more specifically, P & Z have to create this ordinance? Constitutionally, unelected bureaucrats are not given rulemaking authority. I agree with Ryder & Pfahl. Private property is private and should not be controlled by a government entity. Back off. Idaho road law since 1887 says roads are 50 feet wide. Many roads in this county were not even legally designated; landowners were never paid for the loss of the land as a regulatory taking. Wondering why this Hearing was held during business hours, yet others had to be held after work hours?

    It is not a requirement to own real estate in order to qualify to hold a Commissioner position. I.C. 34-617.2 "No person shall be elected to the board of county commissioners unless he has attained the age of twenty-one (21) years at the time of the election, is a citizen of the United States, and shall have RESIDED in the county one (1) year next preceding his election and in the district which he represents for a period of ninety (90) days next preceding the primary election." It IS a requirement to have a balanced budget; instead Mr. Hanson's BOCC left a $3 million deficit. Apparently Mr. Hanson is planning to run for commissioner again. He should build himself up, not tear down Mr. Zimmerman.

    Did the BOCC run the assessments given by the entity through the Assessor's office for any sort of confirmation? (I didn't hear anything regarding the Assessor.) If not, why? The BOCC should be VERY scrupulous regarding ANY tax forgiveness because it will impact the future budgets.
