They were back ported, amazingly enough, to the anniversary patch. All of the PS exclusive characters are there, including Cole. I don't know why anyone wants Cole (broken as he is), but he's there.

So yes it is. The only thing is there's a lot of people on ranked who are super over leveled. There is no clean way to filter that too. Definitely look out for SC discords to find friendly matches.

Forgive me for being a bit frank, but which thing are you talking about? Because there are a ALOT of mods at play here. Stage? Yes. My character's outfit? Yes. The strange proportions on Taki? Yes. The shiny textures on both characters? Yes.
