You can start the Shattered Space DLC at level one. You don't have to be starborn to start it. Bethesda only suggests that the player should be level 30.

*2:19:30** is the one win. One kill the entire game is totally fine, but you should of went with 0 kills that entire game to get an award, having no kills. Then I saw the quest that came up for the sword.*

it's called starborn gravis suit, it can be found in the CREATIONS. Hope that helped :)
