You probably have a lot of applications running in the background. Before playing, try disabling applications at Windows startup in the task manager, turn off the internet and restart the laptop. This should help a little more.

Now I tried it and the fps was around 60~... I think that game is not optimized for Z1 Extreme because my GTX750ti had about the same fps as ROG Ally. And Ally is significantly better in other games

If the TV is 4K then yes, the game should be locked to 4K30fps on PS4. PS5 can handle 4K up to 60fps with much better graphics

30fps is more laggy... play some video (30fps vs 60fps) on that TV and you will see
