Kenapa koneksi ku terbalik saat memakai IC CD4511BE, saat menekan switch yang harusnya menampilkan angka 1, yang seharusnya segment ( b & c ) hidup ternyata yang hidup malah segment (a,d,e,f,g). Tetapi jika saya menggunakan IC 7447 semua normal, saat saya menekan switch 1, segment normal menampilkan (b & c)

First you need an up and down counter. Now you have to do something in the gear of your motor bike so that a clock pulse is generated during gear up and a clock pulse is generated during gear down.

Check your self lock switch with the continuity mode of the multimeter. And check the seat of 1n4007 diode

3 input AND gate should be used instead of three diodes.

If you don't want to use Preset then you will use approx 4.7 Kilo Ohm resistor instead of Preset.
I used logic AND gate in this video. In this circuit, three 1n4007 diodes and one 100K Resistor work as AND gates.

D Flip-Flops / any counter/ 4026IC(choose one which make the circuit less complex). 3. Logic Gates(AND, OR, NOR. Use atleast one logic gate). 4. Two 7-Segment Display 5. Breadboard and wires. 6. Resistors and Capacitors. 7. Two Push-button switches(one for reset, and other for start and stop) 8. Power Supply.

Resistors. 7. Two Capacitors(10micro faraday and 47micro faraday) 8. Power Supply(9V) 9. Wires and a Breadboard. Try to make it within these components. Add other components only if these components aren't sufficient enough.

I don't understand why your circuit doesn't work. I think the Seven Segment Display you used is not a Common Cathode Display.
How to make it output 12:00 then if it reach to 12:59 it will beome 01:00
I think it's not possible without Arduino or any Microcontroller.
