I think they have such a good bond because (not 100% true i heard somewhere) Bahiyyih was hated very much for her brother. Even some in GP999 didn't like her because of the thought "she's only popular becsuse of her brother". And this hurts her til today that some see her as "Kai's sister" and not "Bahiyyih". And Hikaru was the mostly the only one who was on her side from day one and comforted her whenever she felt down. Like I said not 100% true but it would make sense to me
