Credit should be given to Joe Hooker who did the AotP lots of good with reforms. He put a stop to corrupt QM's selling supplies on the side by requiring receipts for every transaction and the soldiers began to receive fresh bread and vegetables along with him strictly enforcing washing and cleanliness in the soldier's huts and themselves. Most importantly Hooker did away with cavalry being attached to infantry regiments and consolidated the cavalry into it's own command.
