Yes, but you have to ask at Kargil bus stand about the timings. Because the bus which runs from Leh to Srinagar reaches Kargil at night. Maybe there should be other buses as well which run from Kargil to Srinagar.

There are no private buses running to pangong. Yes, shared taxis are available. But you have to ask them if they go to the place you mentioned. Inner line permit is terminated now. But still you have to pay environment fees of Rs. 400 one time and wildlife fees of Rs. 20 per day. It is mandatory. You can apply for it online two days in advance and keep a soft or hard copy with you.

No, drones are not allowed on EBC Trek. You have to take Sagarmatha National Park permit after Monjo and it's clearly written there that after that place you can not carry drone with you. You can watch Episode 7 of EBC Trek videos on my youtube channel for more details regarding this.
