How does the looting work, I’m not able to get 3 attacks in before the returns go down to like 10k rss when they have over a mil of them
Looting has a maximum plunder amount a day. You can increase that in season one with a profession skill.

Any advice on captol defence? Our server struggles on this on capitol war day
Try and fill the contaminated zones. With as many bases as possible. Bigs closer smaller bases further out
no one wants too watch a bunch of people they don't know fight... how about doing something that hasn't been done 20 times already and give us a TUTORIAL instead?

100% damage means it's the same... It isn't 100% MORE (which is double) and definitely not 100 times. Maybe try this video with a different example :)
