Godfrey Icon works for me - here is my setup for testing: Level 129 VIG 32 | MIN 25 | END 27 | STR 20 | DEX 41 | INT 9 | FAI 46 | ARC 8 Main = Gravel Stone Seal+20 | Off = Jellyfish Shield (Erdtree Seal+9 used to apply Golden Vow and Howl of Shabriri) T1 - Ritual Sword Talisman | T2 - Godfrey Icon | T3 - Lightning Scorpion Charm | T4 - not unlocked Physick = Lightning-Shrouding Cracked Tear + Faith-knot Crystal Tear Golden Vow Howl of Shabriri Damage with Godfrey Icon = 4.082 | Damage without Godfrey Icon = 3.556 (App Ver. 1.08.1) I noticed that Godfrey Icon sometimes not works if only tested alone. Don't understand why but fully buffed it makes a difference. EDIT: Tested on those little grey dudes near the grace where you can farm the bird for fast runes.
You realize that you do extra damage to unaware NPCs, right? The gray albinaurics are a bad example to do tests on unless they're awake. Also, it doesn't make sense if the godfrey icon only gives a buff with other buffs and not by itself. I haven't tested the icon again with the latest patch, but I'll let you know if anything changed. If you are absolutely 100% sure that you're right then make a recording.
