So an All-powerful and All-knowing Being didn't realize that the population of the earth could be persuaded by a few well-placed examples to change their ways? -- God had to eradicate all of them? That means that God wasn't as smart as Adolph Hitler. "holding them accountable for the moral condition of the planet" The rules of human society were invented long before the bible (and God) was written or known. In caveman times people realized that versions of the golden rule kept others from killing them in their sleep and stealing their belongings. And God was not involved.
