Brother just a tip from what I can see it lowers the flow but your tank will not have proper oxygen. It will create very less oxygen.

You have over crowded in fish tank

Not a good idea. Filter should be fully inside water tank. Suction tube should be outstide water tank to suck air. By applying the cloth, you have completly block the filtration. Filter is off no use.
