They are slip-forming it, so has to be a dry mix so it will retain the shape without formwork.
Will this macgine be able to produce dollow blocks without prestressed wires/iron rods. Just basically cement mixed witu sand without granite

The parameter is correct, it depends on the height of the product being produced and the aggregates used.
