Couldn't they drop some charges or dynamite on the ice jam from above to break it up? Or maybe use a mortar with HE rounds? Or maybe use a howitzer like they do to trigger avalanches?
The problem with that solution is liability. Blow up the jam where it sits, force everything down river, and drastically flood the next landowner downstream (likely worse than if the ice broke up naturally). Unfortunately nature has to take its course.
