On further analysis, I have a suspicion this is actually a Westinghouse. There is no Schindler logo on the car panel nor on the door track. I could be wrong though :/

I did ride something similar to the one at Hillsboro Brewing Co. which they had a Savaria, and yes Savaria elevators are slow as hell.

Didn’t realize these were innovation when I first saw one of these. There are 2 Dovers with this fixture on UF’s campus.

Any idea why this is the only one that serves the fourth floor?

Interesting that this elevator has the newer Gen3 fixtures, as well as the voice announcer system, even though it's hydraulic. Also, of these Otis digital lanterns, which do you like better? The Gen2 lantern (derived from Series-1 with the arrow), or the Gen3 lantern (the newer version)?

Even the most underspec'd OTIS Gen2 is still faster than this.

The plywood would indicate this is probably considered to have been converted to a materials lift/VRC rather than an elevator (although I didn't see any "no riders" signs, unless they are there and I didn't see them). Be aware that depending on what state this is in, this may NOT be getting any inspections, in which case, RIDE AT YOUR OWN RISK. The 2 counterweights may indicate a winding drum machine with separate car/drum counterweights (1 counterweight connected directly to the car, the other directly to the winding drum). This setup may be unusual though, usually the 2 counterweights would run in the same guide rails one above the other I think.

I knew it!!! A hand elevator! The mix of door types is also very interesting (gravity closing door on the lower landing, seen this on electric elevators but not hand), and a mechanically opening/closing door on the upper landing. Interesting that it has a "machine room". Usually the machinery is just exposed in the hoistway, though this setup might make it easier to work on. Can this be operated from outside? I notice the "no riders" sign. That may also explain the inspection date (this may be considered a material lift, material lifts may not be required to get periodic inspections in WI, though in CA they still do).
