Theoretically if we extracted the hydrogen and oxygen from the water, the highly flammable hydrogen would propel the car and ovygen will only help the burning. Therefore if we wanted to make a car ran on water, we need a machine inside that will separate the two elements fron each other, specifically H2 (two molecules of hydrogen) and O (oxygen). The movement of the wheels can create a momentum propelling an energy generator powering the machine separating the two elements. That would also be clean because the after effect of burning the hydrogen and oxygen would be burned hydrogen. So a water-powered car is makeable honestly! All we need is a person to do it. (A chemist and inventor collab!??!?)

water power is possible with current technology. Australian company Hysata currently has electrolysis tech rated at 95% efficiency. This efficiency allows *edit* i redid the math my apolgies, 5 millileters of hydrogen a second ~ hydrogen to be produced every second with a 9 amp alternator. With enough cold cranking capacity to start the combustion to spin the alternator to capacity, you got a water car. (this is based on average 1.8 liter motor capacity)
