The problem with our government structure is that our policies are too restrictive to innovate and invest. Local investors are unable to adjust to regulations laid out by the central government since licensing is also centralized. VAS licensing function should be handed out to provincial councils. On the ground, we have local governments who has no capacity to even regulate local ISP providers. Oftentimes, NTC and DICT branches are too undermanned to monitor and restrict illegal radio broadcasts. Starlink/Satellite based communication system could address our communication problems. Why not create a law mandating the creation of Provincial Office for Information and Communication Technology with functions on Networking, Cybersecurity, Regulation, Licensing, and other related functions.
