Wow if I where you I'd add a camera on it like hook it up to a solar panel/ w live feed from camera and sensors.

For those asking.... It's most likely transmitting APRS 1200 baud packets with GPS coordinates to be launched on a near space balloon, and it is used to locate the payload once it comes crashing back to earth.

Yes but you need permission it isn't that hard to get

Very cool, you should get into rocketry and eventually shoot one into low earth orbit :D
