Class 5 20dB power means when you're at the cell edge with no other cells you lose connection quicker than a 23dB device. 23dB is only used when it is required by the power control. So if you only need 20dB, you only use 20dB. This just means you'll be limited when 20+ dB is required. Some networks won't certify class 5 devices as they've configured their network for 23 dB devices. Having 20dB limited devices blows that network configuration. Class 5 is pointless in a 23dB power controlled world.
