You had to have the next 30 years happen in order for the Robocop of 1987 to make sense. Between the drugs, the lost hope, the deindustrialization of the American city, the ultracorporatism and privatization of everything, the corruption and complete dysfunction of government brought on by that, the flooding of guns into every corner of the country.
