Ma'am, does every year admission fees need to pay in PhD in the Central university?
No, admission fees is paid only once but usually it's the 'semester registeration' fees that you pay before the start of every semester.

Is pre phd and phd are different and which one is easier to get in???
Pre-PhD course work is a mandatory stage (once you get admission in a phd program) that is required to be cleared before one appear for a comprehensive examination. For more details you can refer to PhD brochures of different institutes.
