And the salami smuggling is more or less a victimless crime, i assume they paid for the salami and sold it to people who wanted it. Sure it delayed the busses even more and stuff, and who knows why importing them is illegal... but it makes me think of smuggling kinder eggs into the US. So imo it should be possible to get those two. Not saying the others are necessarily innocent, but their crime was not only hurting less people it was also just a consequence of those two's crimes. Although trying to frame Freddy was a dick move. (as opposed to a duck move)
