The GOD PROJECT was a massive undertaking by the government in response to the threat posed by the emergence of colossal elemental beings. These creatures had the power to cause untold destruction, and the existing Reformers were simply not strong enough to stop them.
It took four years for the GOD PROJECT to come to fruition, and when it did, it was a sight to behold. The massive mecha suits were the size of buildings, and only those with Reformers suits were capable of piloting them. The government spared no expense in their construction, equipping them with the latest weapons and technology.
