I think your video was in poor judgment and taste. It was easy to see that the seal was afraid of the dog and was trying to make it to the sore. You turned the camera off, so we will never know if your unfriendly dog attacked the seal. That is why dogs should always be on a leash. It is the law.

That poor baby seal must've been terrified. It knows that it can't try to swim away, because that will only incur a chase that it will surely lose. All it can do is try to bluff and pretend that it is dangerous. The owner of that dog obviously doesn't give a crap.

Sadly this is not as cute as it seems. I’m sure today dog owner did t understand that this is a dog harassing wildlife. This young seal is likely trying to get on to the beach and is being kept form doing that by the dog and film taker. The seal does not understand dog body language like the play bow. It is important for the safety of wildlife and dogs to not let them harass wildlife.

I don't think city folks are aware what's going on here. The lady should control her dog and leave the area! This is a seal pup and they need to rest undisturbed on the waters edge - which the dog and owner are clearly impeding. If the seal pup is touched by humans, the seal mom will abandon it. In West Seattle where I live, a group of volunteers place a tape to cordon off sections of beach when seal pups come ashore to rest, to keep people away. Interpretative signs are posted to explain why this is done. So, in sum, what is displayed in the video is not cute.
