Yes, u can go outside campus. If u want to go outside for few days,u have to apply for leave.
Mechanical branch ka average kitna hai? Im mean if 9 cgpa aa rahi toh kitne ka pakage lagega and other question is ki m.tech ka course milta hai yaha?
average approx 12-14 lpa. If u are doing good, then definitely u will get average plus package.

For scoring good marks in Mains, NCERT is enough. So do only NCERT. Dont do JEE Adv extra syllabus. Stick to JEE Mains level.

The answer is very relative as it depends on how you want to perform in Mains. But a few important chapters are Coordination Compounds, Chemical Kinetics, p block, d block, Aromatic compounds, Thermo, Aldehydes, Ketones, Amines......................
