I was thinking Kazakhstan and Norway but I saw somewhere that Norway isn’t returning so I’m thinking the second country is either Cyprus or Montenegro.

On wikipedia (Germany), which seems to me to be the most correct of all (even in terms of English), it says that Norway will not participate at all this year, but it is possible for it to return next year. On the other hand, for Switzerland there would still be a small possibility due to the fact that only one withdrew from the competition (I think the one from French or German), but he can still participate through 3 others (Italian, Romanian (no, not Romania, but that's the only way it gives me the translation (maybe it's good, maybe not), but do you know that language that is only spoken in Switzerland and 1 more, out of the two)

I believe we might see Belarus return to the contest as they have participated each year of the contest (2003-) but unfortunately got banned for violating some rules with their entries in ESC and as the ban states they would be banned for 3 yrs a.k.a 3 contests (JESC 2021, 2022, 2023) ESC (2021, 2022, 2023, 2024) as received in sometime early 2021 before ESC 2021 began. And since we are in the later half of 2024 a.k.a when JESC is held that 3 yr ban has expired meaning they are allowed to take part in it now. And it seems they’ve always been interested especially by the fact they’ve participated each year they’ve could (2003-2021) seeming that they’re interested in the contest ofc. So I believe they might return but they may also not because of the on going war but if Ukraine can take part while fighting for their land and Belarus hasn’t received a permanent EBU ban like Russia has so I don’t see any reason why Belarus cannot. Also I believe Azerbaijan might return due to the fact they currently have an ongoing pattern between their participations by participating every 3 years (2015, 2018, 2021) so we could see them continuing the pattern. Also we will probs see any late add returns or debuts since it’s only august and they have a lot of time left to submit an entry especially since Estonia joined pretty late last year as a jumpscare debut. And the contest usually consists of 16-20 participants nowadays so I find it unlikely we wouldn’t see any late entries. Likely returners would be Norway, Azerbaijan, Kazakhstan or maybe even UK since they’re very persistent and I find it unlikely they would give up on JESC after returning nearly 20 yrs later and submitting only 2 entries. And potentially Cyprus too as well as they seem to return every 5-7 years to take part and submit some entries for a few years (2017 was 7 yrs ago) (5 yr gap between 2009 and 2014) and especially since Madrid is closer to them than Minsk, Gliwice, Warsaw, Paris, Yerevan and Nice.

I Don't think Kazakhstan will be invited back unless they need Kazakhstan to participate to keep the amount of Countries at 16 but It sounds like there will be 17 and the 15 confirmed are all of last years participant except UK. So I predict the 2 Returning Countries will be Bulgaria and Cyprus and they are 2 of the 3 I want Back the Most.

I think one of them could be Cyprus with the other i won't disclose at this point. They hinted that one of the returning countries has almost taken part lesser times of the two, and that no one has bet on the country to return
