He's an army CAFGU, a volunteer militia. Government armed them with old M-16 and M-14's. But during the old administrations at the height pro-communist rebellion, they usually provide their own weapons, that's why it is common to see them armed with WWII firearms. Like the M1 Garand, Thompson, M3 SMG, shotgun and the crude homemade version of it.
