That guy with the red shirt only heard and saw 1 man before he made his move and was surely surprised the cop he tackled wasn't alone. However.. Im quite suuuuureee... What surprised him the most was when the man used a calm tone to tell him to "stay back, because i don't want to put you down" 20 ... AT THE STARTING LINE of a 20-second, most telegraphic, graceful yet stiff, alternating FACEBLASTING combo. Halfway thru he's hardly conscious enough to keep his hands up, flinching. Phelps with the welps, over here

I assume the former army lieutenant you're talking about is Phelps. He's 27 years old, and yeah, I completely agree- it really doesn't make any sense to me. I mean, I feel like every suspect in this game is somehow a parkour expert, even the old men.

This was based on a real case. I think the guy was too much of a weiner to hurt his wife's feeling and/or divorce her.

The police wanted to put Eli in jail mostly for him being a creeper on young girls. I get it trust me but he didn’t kill the woman which makes him innocent and that’s bad police work in my opinion get the right man. And the husband didn’t do it either this case pretty much shows you how crooked the police is in most states when they trying to put blame on innocent people with evidence that prove they did it beside he said she said.

I still don't know how it's the right choice to charge Eli - the husband acted extremely suspiciously, and I was very surprised when he ended up being innocent. It almost felt cheap of the game to be like "lol turns out you put the wrong person away throughout this desk". Dunno how Phelps was so highly praised with so many false convictions on this desk and the arson one. The events of the case and the relevance of Eli, overall, would have made more sense if the daughter was killed rather than the mother, though that would have been less tasteful I guess.
The Captain wanted you to charge him, and in general it would look good to the public, solving a murder and taking a child molester off the streets of LA? Looks good on paper. 1940s LA PD was a little more corrupt.

That's the thing about this game. They don't make one-dimentional characters, but rather create simulation of life. In real life there ain't no bad guys Vs good guys. We all have flaws, but may be portrayed by others as either "perfect" or "horrible" while in reality neither is the truth. Phelps tries to be a good guy who follows his beliefs but he also likes to be praised and has some flaws. But media portrayed him as golden boy of police, while police department itself was praising him mostly for doing as he was told even though he had different mind and if given possibility without consequences - he would work cases from the begging to end without charging anyone who even might've been innocent. But he was manipulated into "letting things slide" every time, to the point where at the end we should ask ourselves if he isn't as corrupted as any other individual in power in the game. Imo that's why this game is such a masterpiece. It's really psychologically complexed.
