Try a few things, make sure all the cables are plugged all the way in. Second uninstall the graphics driver reboot, then reinstall the graphics driver (if it Nvidia use GeForce experience if its Amd use their software.) also try your PC on a different monitor or TV. See if the problem persists. Let us know how it went.
