Bro, go on Radeon software and disable all vsync and go on screen and disable amd free sync premium. Go in Windows setting "screen" disable "variable refreshrate" This is why ur game is locked to 60fps, with this processor and GPU u can have 100/150fps+.

you can run it with fewer threads to lower CPU load (unfortunately not from a task manager) open cmd as admin in a game folder (google how or use Winaero Tweaker to add context menu comand) paste: start /affinity 0x00000000000000FC ZenlessZoneZero.exe run 0x00000000000000FC is for 3-8 cpu threads you can change to whatewer you want, just use "CPU Affinity Mask Calculator" to generate HEX
