The verse is called Shiv Stuti and it means:
I bow to the Lord of Uma, the teacher of the gods, the cause of the universe. I bow to the one who wears the snake as an ornament, who holds a deer, who is the lord of the animals. I bow to the one who has the sun, the moon and the fire as his eyes, who is dear to Mukunda, who is the refuge of the devotees, who grants boons, who is the auspicious Shankara.
This verse is often recited by devotees of Shiva as a way of expressing their devotion and gratitude to him. Shiva is one of the most revered deities in Hinduism, and he is known as the destroyer, the transformer, the supreme yogi, and the patron of arts and sciences.
