These two chapters in Joshua lay out the planning for the Levitical cities, specifically the Cities of Refuge. God wanted His people to have a place they could go when mistakes were made--where justice could be performed, and mercy could be shown.

The literary form of this account cannot be a parable because the Pharisees were the hellfire and torment teachers of the day. Jesus was telling their story back to the them with a twist of course which turned the tables on the Pharisees in their version of the afterlife. The purpose of parody is to undermine authority and expose corruption and or stupidity.
