you can use the play back speed to slow it down and the area they’re in i believe is in an oob area
Fele is correct, the area is an oob area. You get there by finishing either races in the “Valley of Triumph” land (or map 4) then flying up out of the temple. Next you fly over to the buildings on the clouds and explore. Its kind of hard to explain, so I would definitely recommend looking it up on youtube or whatever search engine you use. But other than that you should be good to go. :)
